Larry Silverstein, the developer that took over management of the World Trade Center last July has to try and rebuild the complex. He currently does not want to rebuild to 110 stories because he and many others do not believe the upper floors will be lease able. The going wisdom is nobody wants to sit on the upper floors of a target. That doesn't seem to bother tenants of the Sears tower but brings to mind a question.
